公司成立于1998年9月，由原河池运输车辆厂和原河池地区机械厂共同出资组建而成，分为东区、西区、六圩分厂三个区，占地总面积19.47万平方米，总资产1.58亿元，总负债6759万元，净资产9059万元，债务总额6739万元（其中银行借款1679万元、应付帐款3583万元、应付工资437万元、其他1040万元），职工总人数710人（其中离退休人数220人），主要产品有“河驰”牌HC5820、HC5815、HC5810、HC2815、HC2515、HC2510系列农用车和“河驰”牌TY180系列小型多功能拖拉机，并已具备年产10000台农用车的生产能力。
二、产品优势及市场前景
“河驰”牌系列农用车已有39个品种型号列入国家车辆生产产品《公告》，有数十年的生产历史。农用车及小型多功能拖拉机曾畅销广西、广东、湖南、贵州、海南等区内外市场，最高产量1998年达7851辆，为广西同行厂家之首。2001年以来，由于外部因素和自身能力有限，产销量虽有所下降，但仍然是广西的产销大户。公司急需引进外资，加大投入，建造一条上规模的生产流水线，年产量可迅速提升到1.5～2万辆。

2、该项目已形成可行性研究报告，全称是《年产2万辆小吨位农用运输车技术改造项目可行性研究报告》，由于资金问题项目未能实施。

1. Enterprise Summary
Established in September 1998, the Company was co-invested by the formerly Hechi Transportation Vehicles Factory and the Machinery Plant of Hechi District. It consists of 3 sections as East Section, West Section and Liuxu Branch with a total area of 194.7 thousand㎡. It has a total assets valued 158 million yuan, total debt of 67.59 million yuan, net property of 90.59 million yuan, and total liability of 67.39 million yuan (including bank loan of 16.79 million, due debt of 35.83 million, due salary of 4.37 million and 10.40 million of other items). The Company has 710 members of staff (including retired 220 ones), and the main products are agricultural vehicles of brand “Hechi”, including the series of HC5820, HC5815, HC5810, HC2815, HC2515 and HC2510, and mini-type multifunctional tractors of TY150. It has now developed with capability of annual output of 10,000 agricultural vehicles.
2. Product Advantages and Market Prospect
With decades of productive history, 39 types of agricultural vehicles of brand “Hechi” have been put on the Bulletin List of the National vehicle products. The agricultural vehicles and multifunctional tractors has been popular in the provinces of Guangxi, Guangdong, Hunan, Guizhou and Hainan, etc. The highest annual output reached 7851 in 1998 and ranks the top among manufacturers in Guangxi Province. Though the output has declined slightly since 2004 due to outer factors and interior reasons, the Company remains one of the biggest agricultural vehicle manufacturers in Guangxi. Currently the Company is in great need of foreign investment for enlarging input in order to build a new production line, which will promote the annual output to 15000-20000.

(2) Method of dealing: Joint venture and cooperation.
4. Benefits of the Project and Preparatory Details
(1) Benefits: Planned investment of the project is USD2 million; the annual output will then be lifted by extra 10000 vehicles and added production value will be USD22 million per year. Annual profits will be USD1.36 million and whole investment will be gained within 2 years.
(2) Feasibility analysis report on the project has been completed with the full title of Feasibility Research Report on Technical Reconstruction Project for Annual Output of 20000 Mini-type Agricultural Vehicles. The report has not been implemented due to capital problems.
