柳州市煤气公司产权出让项目

一、企业的基本情况
柳州市投资控股有限公司国有独资企业——柳州市煤气公司（以下称为煤气公司）成立于1984年，主要经营液化石油气、管道焦炉煤气，同时开始发展液化气和空气混合的代天然气，是广西目前具有配套管道煤气输配和液化石油气贮配供应能力的综合性国有企业。截止2005年4月30日企业改制基准日，公司账面总资产约3.3亿元，净资产约1.5亿元。
煤气公司现有5.4万立方米焦炉煤气储气柜一座，中、低压干管156.76千米，区域调压站21座，总储量为6000立方米液化石油气储配能力，液化石油气混气站3座，液化气供应处6个，液化气火槽车22台，铁路专线、钢瓶检测线各一条。
二、企业优势
管道燃气经过一、二期和三期建设，已经基本完成全市的中低压干管布设工作，具备了规模经营的基础。 
三、产权重组方案
我司拟通过产权交易市场公开挂牌，出让柳州市煤气公司49％产权。
四、项目前期情况
2005年8月拟完成公司财务审计、资产评估等项工作。

Property right transferring of Liuzhou Gas Company

I. profile of the company
As an state-owned enterprise, Liuzhou Gas Company was founded in 1984 owned by liuzhou Investment Holding Co., Ltd, whose business includes liquefied petrolic gas and pipe coke gas as well as substitute natural gas (mixture of liquefied gas and air). At present, Liuzhou Gas Company is a comprehensive state-owned enterprise with capacity of pipe gas delivery and ration, liquefied petrolic gas storage and distribution. Until the benchmark date of 30 April 2005, the total book asset of the company is 330 million Yuan and the net asset is 150 million Yuan.
The company has 1 coke gas storage tank with capacity of 54,000 m3, 156.76km medium and low pressure main pipe, 21 regional pressure adjusting stations, 3 liquefied petrolic gas mixing stations, 6 liquefied gas supplying stations, 22 liquefied gas train tank, 1 gas railway and 1 steel bottle examination line, the total storage and distribution capacity of liquefied petrolic gas is 6,000 m3.
II. advantages of the company
After phase 1, 2 and 3 constructions, the medium and low pressure main pipes of the pipe gas have basically been buried throughout the city, laid the basis for large scale operation.
III. restructuring of the property right
Our company proposes to transfer 49% Property right of Liuzhou Gas Company by public sale in the property right transfer market.
IV. Planning
The financial auditing and asset appraisal are proposed to be concluded in August 2005.
