一、企业的基本情况
柳州市自来水有限责任公司（以下简称公司）成立于1941年1月1日， 2001年7月柳州市国资委将公司授权柳州市投资控股有限公司经营。公司现有主业职工576人，辅业职工183人，内退职工123人；专业技术人员占职工总数33％，中级以上职称占专业技术人员的30%。
公司拥有四个水厂、DN80以上供水管网650公里、日供水能力54万M3。2004年度公司售水12380万M3，销售收入1.01亿元，盈利859.07万元。截至2004年底 ，总资产为4.67亿元，净资产为2.51亿元（不含供水大厦资产）。

柳江河绕城而过，是城市供水的主要优质水源，取水河段常年保持国家二类水质；公司给排水技术力量比较雄厚，技术研发能力处于国内同等水司和区内水司的前列，为广西首家获得ISO9002认证的供水企业。
三、产权重组方案
我司拟通过产权交易市场公开挂牌，向国际水务行业知名企业出让柳州市自来水有限责任公司部分产权。
四、项目前期情况
2005年8月拟完成公司财务审计、资产评估等项工作。

Property right transferring of Liuzhou Watersupply Co., Ltd

I. Profile of the company
Liuzhou Watersupply Co., Ltd was founded on 1 January 1941 and was delegated to Liuzhou Investment Holding Co., Ltd to operate by Liuzhou Municipal State-Assets Management Commission in July 2001. At present, the watersupply company has 183 staffs and 123 pre-retired staffs; the professional technicians amount to 33% of the total staff; among the professional technicians, 30% have the medium technical titles.
The watersupply company has 4 water plants, 650km of >DN80 watersupply piles, the daily watersupply capacity is 540,000 m3. The water sale was 123.80 million m3 with e sale income of 101 million Yuan and profit of 8.5907 million Yuan. Until the end of 2004, the total assets were 467 million Yuan and the net asset was 251 million Yuan (not including Gongshui Edifice).  
II. advantages of the company
Liujiang River, winding through Liuzhou City, is the major water source for city watersupply, the section for water taking usually sustains National Class II water quality; the watersupply company has the strong watersupply and drainage capacity and is ahead of the other national same-level watersupply companies and watersupply companies in Guangxi in technical development. Liuzhou Watersupply Co., Ltd is the first watersupply company to gain ISO9002 certification.
III. restructuring of the property right
Our company proposes to transfer the partial Property right of Liuzhou Watersupply Co., Ltd to the famed enterprises in the international water affairs sector by public listing in the property right transfer market.

The financial auditing and asset appraisal are proposed to be concluded in August 2005.
